What is best solution security for Wireless High Speed Internet Access for Motel?

I am trying to setup and configure Wireless High Speed Internet Access for Motel. I was told there many ways to do this.
First way-Windows Server Computer? I only have general knowledge in Windows Server 2003. If it is the best way How I can setup and configure with Windows Server 2003?
Second way is setup and configure with encryption key on everyday Access Points. But i am still concern about security with this method. Business network and customer (internet access)

    Setup encryption and session access controls, so each connection appears to be the only connection. Can’t see the others. However, business customers who access their business networks while in the motel don’t take security assurances of motels and hotels at their word. They almost always use a VPN to tunnell to their offices. That’s what I all my colleagues do, when we travel.
